you can sort by cell color in Excel in Office 2007, where is this functionality in the Excel in Office 2008?

It isn't. There are numerous differences between Excel 2007 & 2008, this is
one of them. Perhaps the next major release will include the enhanced
sorting features introduce in the WinOffice 2007 version.
