Is there a formula that will allow me to sort a column based on the
background color?

My Excel add-in "Special Sort" will sort by font color or cell color.
It provides 12 different ways to sort not available in the Excel sort utility.
Comes with a Word.doc install/use file.
It is free upon email request - remove XXX from my email address.
