Sort results incorrect?

What am I missing here please? After sorting by column C of my
spreadsheet, I get plainly wrong results like these

The Tower School
Cavendish
Patcham High School
Brighton and Hove L.E.A.
Beacon
Longhill

Is this because of the blanks? If so, how do I fix please?
