Sorting address book by Company and then Full Name

When creating a new e-mail, I click on "To" and then the address book comes
up. HOW do I get my address book to sort by "company name" First and then
"Full Name" second.

The sort order works only on the name. The other fields aren't used in the
sort, as far as I can determine.

First you would have to configure your File As fields to be in that format.
Then you would configure the Outlook Address Book to sort by the File As
field here:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change. >
