SP1 update causes "Locate Link Browser" box

I updated to SP1 for Office 2003. Now if I click a web link in Outlook 2003
it pops up with a "Locate Link Browser" dialog. I use XP SP1, Office 2003
SP1, All XP updates applied, and use only IE.

What do I need to fix that SP1 broke?

Additional information:

I found that other emails links were opening. Looking at the one with the
problem (what a coincidence that I got one just happened after SP1 install)
it has the a= link without quotes around the address. Plain text and html
emails with a="link" seem to work.
