My doctorate style manual requires 3 lines or a tipple space between the
main text of the document (which is to be double-spaced throughout) and a new
heading. How do I triple space between headings without changing the main
body that is double spaced?

Add Space Before to your headings (12 pts. should be enough if the headings
are already double-spaced). But three lines and "triple space" are not the
same thing. Triple spacing is the equivalent of two blank lines between
lines of text.
