Not an Outlook issue. Outlook doesn't create or use a folder named
"Spam". You created that folder and perhaps use rules to move messages
to it, or you installed antispam software that created that folder.
You'll have to check the rules that you defined or read the
documentation for the antispam software. If you aren't allowed to open
spam-tagged messages, your antispam software (via an addin to Outlook)
is preventing that.
