spam gets put into Junk Folder rather than processed by rules

I have a couple companies who refuse to take me off their email lists
despite repeated requests (and reporting them to the attorneys general
of the states in which they are based) and created a rule in Outlook
2007 to permanently delete these companies' emails.

However, Outlook ignores the rule and simply puts the messages in the
Junk folder where I have to go in and manually delete them.

Is there a way to force Outlook to run the rule on messages before
sorting them into the Junk folder, or forcing it to run the rules on
the Junk folder as well as the Inbox folder after messages are
received? I haven't found the way to do either, and am hoping that I
won't have to resign myself to manually deleting messages that Outlook
should be deleting because I already told it to do so.

Config:
WinXP SP2
Outlook 2007
straight POP3 with our domain host (MASI-Inc.com)

No, the Junk Email filter acts before the rules. You cannot change this to
prevent Junk email message being put back in your non-spam folders.
Why bother with these Junk Email messages anyway? Simply empty the folder on
a regular basis.

No, rules run last. They used to run first but then people who moved mail
sent to specific accounts to a new folder moved spam too.

Why are you manually deleting them? Let autoarchive clean up for you

Ah, there's the answer I've been looking for. In my limited work with
Auto-Archive, I didn't realize I could target its feature to specific
folders. Thanks!
