Thank you for the post however i think you failed to see
the true question.. How as a US Keyboard user do I type
these charachters? because I cannot paste them... I
understand how to use the rules...

Copy what you want to paste into the rule...click on the textbox to
insert the material, and click Control-V on the keyboard (paste
shortcut). This should allow you to paste into the rule.

The characters CAN be typed using the ALT-key in conjunction with a number
code.

There's a freeware product called "AllChars" that makes it simple to add
accented characters. See http://allchars.zwolnet.com/

Look on the Windows character map. Hold down the ALT key and type the
number.

è = ALT 0232

C:\WINDOWS\system32\charmap.exe
