On Publisher 98 I was able to set up special tractor-fed
paper that matched my publication (they are continuous
feed perforated tags).

Now on 2003, if I try to print s small tag, it prints &
then feeds out a "letter" size amount of blank tags.

Do I have any special paper options?

What model is the printer? If you had no problems with 98, why not re-install it into
a separate folder and use it just for your labels.

Do you have Word? Word is better for this, it has the option of dot matrix.

The printer is an Epson FX880. I lost my 98 version so I
bought the 2003. I'm trying to print a publication that's
5"w by 1" high onto a tractor fed form of the same size.
but MS Pub is stuck on the "letter" size of the sheet,
even though mine is not letter size. And there are no
other page size options, like "custom".

Publisher is not stuck on anything. You need to change your page size - yes
it is as simple as that.

Publisher determines the page size directly from the printer driver.

David is correct, in page setup, select custom, input 5 inches wide and 1 inch high.
You will have to setup the printer also. It has been awhile since I've used the
tractor feed...
