Specify which account to use for sending an email?

Outlook Help says "Click Options. In the Send Message Using box, click the
account you want to use, and then click Close."
I find Options only under Tools, and I find no Send Message box under options.
Recently, there had been a down arrow on the Outlook toolbar next to Send.
That gave me the choice I wanted. But now no such arrow.
I'm using Outlook 2000 and Office 2000.
