Google: "Speech application language tags"+"server" and you get informative
results
The point being, the Speech Application Language Tags are an XML vocabulary
but a server and parsing user agents are still required as is a scripting
model when a speech enabled user interface is deployed. Rather than trying
to continue to second guess the OP's intent I think he (Neil) should be
directed to begin to research sites focused on accessibility and the user
interface some of which [1],[2] will get him and others started
understanding what those who are really committed to the topic make known.
