Spell check does not work. Re-installed multiple times. Ideas?

I'm at a loss; we've reinstalled Office 2007 multiple times. Spell check is
not working at all in Word, Excel, or PowerPoint.

Past solutions of this problem came by setting the correct language in
the operating system.
