spell checker in outlook

why does outlook not check spelling when I reply or forward an e-mail. I
checked in the TOOL, OPTIONS, SPELLING to ALWAYS CHECK SPELLING BEFORE
SENDING.

Outlook will check spelling before sending a NEW e-mail.

I sometime get a message that Outlook did not check speeling on words MARKED
for no spell check.

Help!.
