Spell & Grammar tab grayed out

WinXP home running Office 97. If a normal user uses Word, the spell checker does not work. If you go to Tools, Options the dialog box has the Spelling & Grammar tab grayed out. If the user is given administrative access the spell check works. Any work around for this other than buying Office 2003?
