SPMANAGER ERROR Cannot open 'Project Server' during SP2 upgrade

Hi, We're upgrading to Project Server 2007 SP2 from PS 2007 SP1. In Step 8
of 9 for the SP Products and Technologies Configuration Wizard the Wizard
fails. The error is an [SPMANAGER] [ERROR] Cannot Open Database. The
database it's looking for is a Project Server database deleted properly
through CA long ago. I suspect the SharePoint_Config DB is referencing this
'Missing' PS DB.
If it was a content db I could run stsadm and remove the invalid content db
but this is referencing a old Project Server DB. CA PWA entries do not
reference this DB as it was deleted through CA.
Any suggestions to get us through the upgrade are appreciated

Hmm,

I have seen similar before, this problem sometimes presents itself when
attempting to provision new PWA sites in your SSP, you then will get the
stuck "Waiting for Resources" message. That problem was fixed in the Feb 2009
CU, however I'm not convinced that it would fix your issue as you are now
stuck in PSCONFIG with no working farm (correct me if I'm wrong)?

However I would suggest trying to update to the latest CU regardless
(December 2009 AFAIK) then running configuration wizard again.

Also run the wizard from the command line using a command line something
like this (find this command in your 12 HIVE folder where STSADM is):
"psconfig.exe -cmd upgrade -inplace b2b -wait -force"
