Spooler Question?

I get this error sometimes that says "Publish New and Changed Assignments The
Manager cannot Create the Resource" What would be causing this. And it only
seems to happen sometimes when I am adding myself to a task. If I try to add
myself to the Global Resource pool It will not let me. For testing purposes I
used my domain account for the Communication of Project server to use not
another domain account. Would this have an effect on this. This is just a
test install!

This happens when you add a local resource to a task. There is an issue
inside Project Server. There is a security setting that disallows a
project server account being created for local resource. HOWEVER,
project server does not see the difference between not being allowed to
create this account because of a good reason (the security setting) and
some other error. So the spooler just sees that it was not able to
create the account and shows you that error.

It can be ignored completely.

Now moving forward you should check out the Enterprise Resource Pool
and add yourself to the pool. This will make is so that you are seen as
an enterprise resource and not a local resource.

But I am an Admin on PWA and when I try to add myself to the resource pool I
get the validation screen that says User or Windows Account Error. I tried
adding myself to the Enterprise resource pool from Project Server in Project.
But when I go to Insert>from Project Server it is grayed out. Why is this?

This is because you are already a user in project server. You added
yourself in the users area of PWA before you added yourself to the
pool. I would remove your user account, login as the Administrator and
add yourself to the Pool. Then it will work.

The reason that it was greyed out was that you cannot add from Project
Server because you were currently editing the project server area that
would populate that dialog! :)
