some people (those who use the term) like to claim is common practice in
order to justify doing it (and getting away with it) themselves - a bit like
posting an off-topic question in a newsgroup.

Oh my! I had no idea!

I thought it referred to a sea-going vessel for human males who enjoy
practicing the occasional athletic activity!
