Spreadsheet Component Toolbar is Dimmed

When I insert the spreadsheet web component, the toolbar
is dimmed and I can't type in any of the cells. The only
available button is Help. I am using FrontPage 2002. I
have done a custom install to run everything from my
computer. Any suggestions on how I can use the
spreadsheet component?
