Spreadsheet formatting changes on different computers

We have a spreadhseet on a network fileshare set as we want it. But whe
opened on some different computers some of the set formatting element
change. Doesnt formatting follow the spreadsheet, not the PC?

Specifically:

font and font size of the text

and it also keeps erasing any zeros times (military: 01:10) even thoug
set as a correct time/date column

keeps removing zeros that preceed an inditifier number (0121123 change
to 121123) even though set to general text.

These settings seem to hold on a couple PCs. Any thoughts?

Formatting is also version dependant and so any formats created in a
later version that aren't supported in earlier versions get removed
when the file opens. Also, this is memory dependant and so other PCs
may not have the resources to display all formatting 'as created'.

Also, some OSs use different color palettes, and fonts!

Otherwise, things shouldn't change from one PC to another.
