You will need to be running a Windows IIS server with SharePoint Team
Services or Window 2003 Window SharePoint Services.

This would normal be in a restricted intranet, not on a public accessible
web site.

See:
http://www.microsoft.com/sharepoint/

of script is this true?

What do you mean by "Post"?

You can read and write to a database using ASP, PHP, etc.

Do you know of a website with an example?
I have sharepoint setup and that is a very useful and working database
example, I am trying to save to a database using the spreadsheet web
component.

Use Access and the FP Database component and you will not need SharePoint.
As for help with SharePoint, suggest you post to the SharePoint newsgroup.
