SQL database in Project

We are evaluating MS Project as a solution so please excuse my lack of
knowledge about Project's functionality. We have an intranet-based Project
Request Form. The form records all of the basic parameters of the project,
then feeds its data into a SQL database. Can we use the saved SQL data to
have Project set up new projects?

You can, but it will take programming skills. There is no "built-in" way to
do this.
