I have an image which is square and I would like to make the image round - any hints

only have tints/gradients/patterns option in fill effects - any other suggestions

Obviously you have an older version of Publisher.
If the image is a bitmap; open it in a Paint program and create a round/oval mask,
copy and paste into Publisher.
Another way is to use the wrap text tool, it will be slow, but with patience you can
sort of get the image round.
