SSP Creation hangs, eventually reports: Provisioning failed: There is no Web named "/"

Has anybody experienced this? I've double-checked service account
permission (a database is being created) . The page (_admin/
sspdetails.aspx?task=Create) just hangs. If I reboot there is an
entry but it says:

Provisioning failed: There is no Web named "/"

If I try to examine SSP properties I get:

An unhandled exception occurred in the user interface.Exception
Information: Value cannot be null.
Parameter name: uriString

Yeah I'm having the same problem. I believe it is because I deleted the
original web app that the SSP was using. Could be wrong....but Im still not
able to get a working SSP since....

I ran across this issue and had to end up reinstalling the binaries.
