Standard Menu Not Appearing on Emails

A colleague of mine uses a laptop in our office. I use a
desktop.

Occasionally he has noticed when he's trying to send an
email that the Standard menu is not appearing on the new
mail window, even though the option for this menu has
been selected.

I've compared the settings on my own PC against his, and
I can't see any obvious differences or reasons for this
menu not to appear.

Anyone have any suggestions?
