Standard Toolbar Missing

The standard toolbar is missing in Outlook. When I go to
View, Toolbars or Tools, Customize, Toolbars tab the
standard toolbar is not an option... it's not there. The
formatting toolbar is listed twice, but the standard is
not there to reset or make any changes to. How can I get
it back?

Also, if you re-install Outlook to a computer that
already has Outlook on it, does it delete all the
personal folders and emails that are currently in Outlook?
