Start dates with predecessor task

Why is the task start date with a predecessor task not the next working day?

So if task1 finishes on Thursday Jan. 22 and task2 has identified task1 as a
predecessor, the expectation is task2 would start on Friday Jan. 23 (the next
day)but task2 comes up to start on the same day as the end day of task1 (ie.
Thursday).

Go to the tools menu, select options and go to the "general" tab. In the
Date format box select a format which includes the time. Now look at the
start and finish dates. I think you will find that the predecessor ends
sometime before the end of the working day, so the successor can start the
same day.
