Start New page for each Group in Access Report

I am creating a report in Access and even though I use the start page number
at 1 for each group I have a header that is suppose to be blank on page 1.
The page numbering is correct however I want to leave the second goups page
header blank but it will only do that for the first group. In every group
that follows the header information is displayed. How can I stop this? It
doesn't recongnize page 1 for the next groups in the report.
