Start Project WBS at Zero (0)

I have seen project plans that start with a WBS of zero (0) to match the ID
or numbering of the row as zero as well, and I cannot seem to figure out how
to get this to work on a new plan besides renaming the WBS manually, which I
don't want to do. My new tasks always start at 1. How can I get the
template to automatically start at zero for the row#/WBS? Thanks.

Example:

0 - Project Name
1 - HR
2 - IT
3 - Sales
etc.

Tools > Options > View > Show Project Summary Task

It should be on on all your projects (but is off by default). If you search,
you can find a registry hack that makes it always on.

way to point me to where I could find this to change the default in the MS
Project Menus? Thanks.
