This is a system file on Win 9x operating systems. It has
to do with networking.
If teh setup program for your OS has a repair option, try
running that. Otherwise, removing and reinstalling Windows
Networking may fix teh problem.
also does this have any affect on the sound ?i just

No, but if you have an ISA sound card and an ISA network
card set to the same IRQ, DMA, or base address, that may
account for either of them not working.
Another possibility is that sound card setup program
improperly updated your system configuration.
All in all, this doesn't sound like a FrontPage issue. You
probably have the wrong newsdgroup.
