starting a macro when open outlook

Hello,
I would like to know how can I do a VBA macro that is fired every time
I open the outlook.
I am used to program in excel VBA and, in it, there is a tool that we
can use to record a macro, isn't there this resource in the outlook?

Put the code in the Application_Startup event handler in the built-in ThisOutlookSession VBA module.

but now I need this macro to be fired every hour. Like 9:00 - 10:00 -
11:00 - ...
Can I choose the hour the this macro will be fired by the clock?
