Well that would cause a problem as that is Outlook Express. It should be in
C:\Program Files\Outlook Express\
It is possible that your shortcut is pointing to the wrong location or OE
has been deleted. In the first case find it using search, in the second go
to Control Panel, then Add or Remove Programs, then select Add or Remove
Windows Components, then scroll down the list. click on the Outlook Express
option. Hit Next, and let it install.
