starting outlook

I get "Cannot start Microsoft Office Outllok. Cannot open the Outlook window"
when starting Outlook 07. We work on a Microsoft exchange server.

Does the behaviour change if you open Outlook in safe mode?

Start > Run > outlook.exe /safe
