Starting with Effort vs. Duration

In our organization all work is estimated in hours. Is there a
general rule of thumb for starting to enter work estimates in Project?
Do others unhide the effort field, enter the hours estimate there and
then let that drive duration?

We've been trying this for a while within a small team but is
problematic? Anyone have any rules of thumb for entering effort
first?

That's exactly what we do although to make it work properly you need to add
the resource at the same time. The system can't figure the duration until
it knows the resource and its calendar.
