Stationary Embedded Images Not Being Sent

I have a user that created custom stationary with embedded images. When he
uses the stationary from his machine, the recipient does not see the images
(white box with a red X). He is able to use one of the Microsoft default
stationaries and things work fine. I copied his custom stationary files to
my machine, and things work fine. Any thoughts as to why this particular
stationary is causing the user problems, but others with embedded images
don't seem to be?
