stationery background pic - can you embed ?

I have created an HTML file which I want to use as my mail template in Outlook. I have managed to get the background pic I want always at bottom right location. However, rather than placing the image on a web-site so the recipient can always get the image, is there a way of embedding the image and actually getting it sent as part of the message
