I've tried all the settings in Start > Settings > Control Panel >
Display > Appearance
None seem to affect the Status bar.

Do you really mean the "status" bar, or do you perhaps mean the "scroll" bar
that contains the sheet tabs?
No to the first,
Yes to the second.
To increase size of sheet tabs:
Right click in Windows Desktop,
<Properties> <Appearance> tab, <Advanced> button,
Expand "Item" box, and choose "Scrollbar",
Then increase the "size" number to whatever,
Then <OK>, <OK>.
