Stencil Shape to a Visio Layer

I have a Visio drawing with 4 layers. I have a object or shape on a Stencil
which was not assigned to any Layer. When I place this shape or object on
the Visio drawing with a Layer being visible and active, does the stencil
shape assumes the current layer?

If it should, what would cause it not to??
