Stencils Not Saved With Drawing

I have Visio Professional 2007. When I open a drawing, none of the stencils
that I used to create a previously saved drawing are opened. Instead, I have
to use File > Shapes > and individually open all of the stencils again. Is
this a setting that got changed somehow?
