stop others from viewing previous changes made to a document

I am having problems with legal documents that when i strike out and delete
lines, others can see the changes that I have made even if I save it and see
it normally when I open it up? Is there a way to stop others from seeing the
strike outs or changes?

Hiding the tracked changes doesn't remove them. You must accept or reject
all the changes to prevent other users from seeing them.

I thought I did that. I selected "next change" and when it was highlighted I
clicked on "Accept" (BTW: "Accept All" was never active so I could not use
it). But the change marks were still visible. I did a "Save As" and when I
call up the document and urn on track changes I can still see all changes.
What gives?
