Stopping the MIME

Is there any way to get Outlook to NOT send MIME-encoded messages? No
matter what I options I choose, the closest to plain test I can get is:

Content-Type: text/plain; charset="iso-8859-1"
Content-Transfer-Encoding: quoted-printable

I want Outlook to use _true_ plain text by not MIME-encoding, even to use
quoted-printable. Is it possible? I'm using Outlook 2003 on a Windows XP
Pro SP2 system.
