You most certainly can use triggers and stored procedures in ms-access.
The ability of triggers and stored procedures is going to depend on which
data engine you choose to use with ms-access.
For the last 3 version of ms-access (that includes and goes all the way back
to access 2000), there has been two data engines on the office CD for use
with ms-access. One data engine (JET) does not have triggers, but the 2nd
engine (MSDE) does support and have triggers and stored procedures.
So you had this ability for a considerable amount of time now.
