Strange Cell Format Behavior

I have my cells formatted as general. When I input the number 1470 it makes
it 14.7 When I switch the formatting to a number with no decimal places and
type in 1470 it changes it to the number 15. I just want to input the whole
number 1470.

Go to Tools > Options > Edit tab > Fixed decimal places has been set to 2.
Remove the check from fixed decimal places to turn it off, or type 147000 to
enter 1470.

Your Excel is setup for 'lazy' money entries - every thing gets two decimal
places for cents/pennies
Use Tools | Options ; open the Edit tab; in the left centre locate a box
called Fixed Decimal Places and uncheck this box
