Strange description in Outlook 2007 folder properties

In researching another poster's question, I did a right click on a folder in
Outlook 2007, under the description is this: 退ê¢ì“i쳘㡩뵧뭩삉땩삓ä©ì³™å…©ì€¶å©ì³™i

I looked further and it is in the description of every folder. The font is
Batang. Because that you may not see it in this post.

Puzzled.
