Strange error while publishing

Hello,
Has anyone seen this error?
when i publish a project and then go to Web Access, i find
that the changes that i've made are not refreshed in the
project views. And, when i checked the Event Viewer, i
found the following error:

Take a look at the ViewDrop permissions shown in the following KB article.

Also, see if there are any files in that folder. If there are files in that
folder, then the View Service is not working correctly. This could be
because the permissions were incorrect as mentioned above. If the
permissions are correct, then you have another problem.
