Strange permissions problem

I have a single PM who cannot save his own project. He can originally save a
project onto the server, but after that he can only open it read-only. I
actually went in and gave him ADMIN rights--he has rights to every single
permission. Still, he can't edit/save his own project (let alone the other
projects, which he should be able to edit/save with admin rights). I even
went so far as to make a custom category just for his project and put him
(and his project) into it. Still nothing.

Could this have something to do with his Windows account? He seems to be
able to log in fine.

Any help would be greatly appreciated!

Has someone messed with the permissions settings for this specific user?
Here's how to get him back to normal:

1. Open the user account for editing in PWA
2. Remove all of the Groups to which the user belongs
3. Remove any Categories for this user, in case anyone added him to
Categories
4. Deselect all of the Global Permissions settings for this user
5. Add the user to the Groups to which all other project managers belong
6. DO NOT add any Categories and DO NOT edit the Global Permissions in any
way for this user
7. Click the Save Changes button

In theory, this should take care of the problem. Let us know if this helps.
