Strange Style issue in a template

I have a prob with a word doc doing some odd style things. It's a
template we use. If you highlight any of the text in the document
created using the template, and click, say, underline, *ALL* the text
in the document underlines, as do any input boxes that are there. The
Styles pane shows that all styles now feature underline as a property.

To make it weirder, if you then click undo, all the underlines
disappear EXCEPT for the word which you originally highlighted, which
is now correctly underlined.

Its like Word is underlining your highlighted word correctly, then
immediately highlighting every other word, so that when you under your
underline, it goes back to the point at which it was correct.

This is reproducible on all XP and 2003 versions of Word we have here.

Any ideas what this may be ? Alternatively, any suggestions on a good
high end Word list?
