Striking words out but retain them in my publication

Why can't I find the strike outfunction in publisher that would allow me to
keep or preserve the words or a series of words. This method is generally
great for ammending by-laws. Yours turly Bob

Because it doesn't exist. You need to draw a line, position it, and then
group it with the text box.
