Stuck in OUTBOX- Outlook 2003 with Win XP SR3

I am using Using Outlook 2003 with Win XP SR3.
The send command does not release the outgoing mail from the OUTBOX.

This is an intermittent problem that is happening on average 60% of the
time. There is no logic to it.
•It happiness with email that is New, Reply, Forward,
•with our without attachments.
•Text or HTML or Word messages

What I end up doing is:
•Close outlook >
•Reopen Outlook >
•Drag the message from the out box to the Draft folder >
•Open the message and send it again.
•Then it is most likely to be released from the OUT folder.

Sometimes I have to repeat his several times.
This is a real pain.

How do you connect to the mail server?
ANSWER: I am conected to the mail server through my ISP.
How large is the message?
ANAWER: This happines even if the message is two or three lines of text.
