I know 2002 contains some .css Style Sheets that can be applied to Webs to
change text, colors, etc. Can those Styles be modified to make text, colors
etc., within reason, just about anything I might want? Thanks.

Yes.
You can also create your own style
sheet and apply it across your web.
Open a new notepad page, add what you want
and save it with a .css extension.
